VIRGINIA BEACH — A ballot referendum question that asked voters whether they prefer a City Council with seven district-based seats and three seats elected at-large along with the mayor (a no vote), or the current system, which has 10 single-member districts (a yes vote) was too close to call as of 9:15 p.m. Voters also selected candidates for four city constitutional offices.

Virginia Beach Sheriff Rocky Holcomb, 57, has been reelected. He was leading by more than 30,000 votes at 9:15 p.m., according to unofficial results reported to the state.
