COLUMBUS — Twenty public library systems across Ohio are asking voters to approve funding measures in the first general election after Republican lawmakers decided to change how libraries were funded by the state earlier this year.
The ballot issues come as Ohio libraries navigate a shift in the formulas for their state funding. Gov. Mike DeWine signed the state budget into law earlier this year that removed the longstanding guarantee that gave libraries a percentage of the state’s General Revenue Fund, replacing it with discretionary line-item appropriations that could be more easily reduced in future budgets.
The voting also comes at a time when property owners are raging against high property taxes and a group of anti-tax activists are running a petition drive aimed at eliminating
