CLARKSBURG, W.Va. — In addition to being the subject of a no confidence vote by a local firefighter's union, Clarksbrug City Manager Tiffany Fell is also the subject of an internal complaint filed with the West Virginia Ethics Commission.

The complaint, which was filed by the city's Director of Grant Programs and Community Development Dr. Shana Nicholson, alleges many instances of wrongdoing including abuse of position, nepotism and misuse of city staff and funds.

"Fell orchestrated employment for her spouse with a private developer who was promised Tax Increment Financing (TIF) funds from the City of Clarksburg, creating an egregious conflict of interest," the complaint alleges.
