An apparent dispute over payment allegedly lead a sub-contractor to tear up their own work at an animal hospital in Orange.
It was a brand new parking lot, now it's a construction nightmare. The sub-contractor allegedly returned to the site and left a parking lot looking like Swiss cheese.
"The thunderous noise of the machine he was using and I watched it come through over and over - breaking the brick over and over," said one woman who didn't give her name.
She said it happened around 7 a.m. Tuesday.
Eyewitnesses say the person used a hydraulic jackhammer and was drilling holes one after another.
Bahram Zemoudeh, who lives next door, described the noise it made and said it took about 50 minutes to tear up the smooth concrete surface.
The business is the Orange Friendly Animal Hospit
