The almost 1500-page bill rewriting the Environment Protection and Biodiversity Conservation Act is expected to pass the House of Representatives on Thursday.

Environment Minister Murray Watt said he was continuing deep negotiations with the coalition and the Greens and made "no apologies" for moving with haste.
