Police have released a photo showing the last time missing 19-year-old Owen Tillman Kenney was seen before disappearing in the early hours of Halloween in South Carolina.

In the photo the Charleston Police Department (CPD) shared alongside an updated news release , Kenney could be seen wearing a black jacket, black hat, light-colored jeans, and black-and-white Nike sneakers. A black covering covered half of his face in the shot.
