MANCHESTER, N.H. —

As incremental progress is reportedly being made toward a deal to end the largest government shutdown in U.S. history, there are signals from the House that even after the fight is over in the Senate, there could be another battle on Capitol Hill.

House Speaker Mike Johnson is letting everyone know that Congress will not be a rubber stamp for whatever kind of shutdown deal might get cobbled together in the U.S. Senate.

"There is really nothing for us to negotiate," he said. "We sent them a clean (continuing resolution) as you know, back in September. Sept. 19, we passed it out of the House."

U.S. Rep. Maggie Goodlander, D-New Hampshire, said this is not how Congress is supposed to work.
