The governor of Texas said last week he'd put a 100 percent tariff on anybody from New York City who tries to move into his state right now. We think he was kidding, or at least talking big. How very Texan. (Pace Picante Sauce commercial from the 1980s: "New York City? Get a rope.")

Somebody has probably already explained to the governor--a Republican in good standing--that tariffs are 1. a federal job, and 2. are placed on goods, not people. But his statement was probably more meant to make a news cycle than real policy.

Here is real policy at work: Once the election of Zohran Mamdani as mayor of New York City became realistic, many New Yorkers started looking for new digs. Once Mr. Mamdani became Mayor-Elect Mamdani, many New Yorkers started calling real estate agents.
