CLARKSBURG, W.Va. — The Clarksburg City Council has scheduled a special meeting for Wednesday, Nov. 12, at the Municipal Building, starting at 4:30 p.m. The council is expected to enter an executive session to consider hiring a lawyer to conduct an internal investigation.

The council is also slated to discuss and consider personnel matters pertaining to City Manager Tiffany Fell, with another executive session anticipated.

The move comes after Fell was named in a complaint filed with the West Virginia Ethics Commission by the city's director of grant programs and community development, Dr. Shana Nicholson. Allegations against the city manager include abuse of position, nepotism, misuse of city staff and funds, professional obstruction, falsifying official documents, and creating a hostil
