That's how Attorney General Kathy Jennings described a federal court filing that seeks to block implementation of Delaware's permit to purchase handgun training and licensing law.

Tuesday, attorney Thomas Neuberger said that the law was unconstitutional and racist. The legal action was on behalf of several individuals as well as the Delaware State Sportsmen's Association.

Jennings said Friday that the plaintiffs are wrong in their allegation that the state's permitting infrastructure is not up and running. She added that State Police, the Bureau of Identification, and "responsible members" of the firearms industry are processing applications, often in just two to three business days.
