A federal judge on Friday evening issued a permanent injunction barring President Donald Trump from deploying National Guard troops from any state to Oregon.

The ruling didn’t change the atmosphere in front of the U.S. Immigration and Customs Enforcement facility in South Portland, where a small group of protesters have gathered nightly.
