Industrial Development Agencies (IDAs) are public benefit corporations that provide financial incentives, like property tax exemptions, to private companies to spur local economic development and job creation.
However, the state constitution’s “gift and loan” clauses — in place since 1846 — ban the state, its municipalities and school districts from giving or loaning their money, property or credit to aid private individuals and corporations.
