A 29-year-old Dover man has been arrested and charged after, police claim, he broke into a pair of state offices and stole a government-owned Ford Mustang on Saturday.
According to police, the incident unfolded on Saturday as police responded to the Delaware State Police's State Bureau of Identification, located along the 600 block of South Bay Road in Dover, Del. after being alerted to a burglar alarm activation at about 3:50 p.m.

Here, police said, the officers learned a man -- who has been identified by police as Isiah Worthy, 29, of Dover, Del. -- used a steel sewer lid to force his way into the building through a public access door.
