EXETER — The proposed redevelopment of the Blue Ribbon Dry Cleaners site was dealt a significant blow by the Planning Board , which voted unanimously to reject the plans after months of hearings.
The developer, J. Caley Associates of Stratham, had planned 14 residential units atop a first-floor coffee shop at 97 Portsmouth Ave . Because developers applied for a mixed-use neighborhood development, or MUND, project, they were required to include both commercial and residential uses and had fewer parking requirements.
