TEXARKANA, Ark. - Residents in Texarkana, Ark., are heading to the polls for early voting on a city bond issue.

City leaders hope the bond election will help with street and drainage improvement projects. For decades, city leaders say that the public works department has operated under severe funding limitations.

“We're not going to have sufficient revenues to catch up, is a good way to put it, over the period of the next two to three years without getting an influx of money,” said Mayor Mayor Allen Brown.

Brown believes the best way to get funding for streets and drainage is to issue a bond.
