Standing next her humble caravan with an unobstructed view of the glassy waters of Hervey Bay, retiree Pamela Dibbon reflects on some of her fondest memories travelling to the town.

"It's a lovely place — it's the best beach along here," she says.

Every summer for the last eight years Ms Dibbon and her husband have travelled from Victoria to Hervey Bay, a three-hour drive north of Brisbane, to stay at the Torquay Caravan Park.

But now the council is considering whether to close the park, which is one of four it runs in the town.

"I'm just so used to this park and we just sort of feel like it's the only place we'd go," Ms Dibbon says.

Experts say her dilemma is being experienced by many travellers as more councils look to walk away from caravan parks despite growing demand.
