KINGSTON, N.Y. — A ceremony Friday marked a milestone that has transformed the former Ulster County Jail site into Golden Hill Apartments, a cross-generational “community of possibility,” Dylan Salmons of Pennrose, the Pennsylvania-based project developer, said before introducing a roster of local, state, federal, and county leaders.

The 164-unit mixed-income housing project was welcomed in celebratory speeches by Ulster County Executive Jen Metzger, Kingston Mayor Steve Noble, Family of Woodstock’s Executive Director Michael Berg, state Sen. Michelle Hinchey, Johanna Contreras, chief of staff to former county executive Pat Ryan, now a congressman, and others.
