A former UPMC Children’s Hospital doctor is accused of traveling to meet a child for sex during a multi-agency sting in Florida, state officials announced on Thursday, Nov. 13.

Mohamed Kamal Mesregah, 38, was one of six men arrested in “Operation All Tricks, No Treats,” a three-day undercover investigation targeting online predators in Martin County, according to Florida Attorney General James Uthmeier’s release.

Investigators posing as 14-year-old girls on an online escort website said each suspect engaged in sexually explicit conversations despite being told they were communicating with a minor. All six later arrived at a meeting spot where they expected to have sexual contact, and were taken into custody immediately, authorities said.

Mesregah is charged with Use of a Computer to Seduce, Solicit, Lure, or Entice a Child, Travel to Meet After Using a Computer to Lure a Child, and Use of a Two-Way Communication Device to Facilitate a Felony, officials said.

An ICE detainer has also been lodged against him.

Professional Background

According to publicly available biographical records, Mesregah—also known as Mohamed Kamal Mostafa Masraga in Egypt—is an orthopedic surgeon who has practiced in Pennsylvania and Virginia. He previously held medical appointments at UPMC Children’s Hospital in Pittsburgh and is licensed to practice medicine in both states.

Mesregah was born in 1986 in Tala, located in Egypt’s Menoufia Governorate. He resides in Shebin El-Kom and is listed as a lecturer in the Department of Orthopedic Surgery at the Faculty of Medicine, Menoufia University.

He earned a Bachelor of Medicine and Surgery in 2009, followed by a Master’s degree in Orthopedic Surgery in 2016, and a Doctorate in Orthopedic Surgery in 2022 through a joint program between Menoufia University and the University of Southern California.

According to university releases, Mesregah has held roles as an intern, resident, teaching assistant, assistant lecturer, and lecturer in orthopedic surgery. He is also a member of the American Academy of Orthopaedic Surgeons and the North American Spine Society.

He has published more than seventy research papers, contributed to international medical conferences, and served on arbitration committees for more than ten scientific journals. He received the 2023 State Encouragement Award in Medical Sciences, an honor the university publicly celebrated.

Statements From Florida Officials

“These predators believed that they could hide behind a screen to exploit our children—they were wrong,” Attorney General Uthmeier said in his announcement.

Martin County Sheriff John Budensiek said the arrests should serve as a warning: “We will find you, we will arrest you, and we will hold you accountable.”

FDLE Commissioner Mark Glass added that those who target or harm children “have no place in our communities.”

The operation involved the Florida Department of Law Enforcement, Martin County Sheriff’s Office, Stuart Police Department, Homeland Security Investigations, the U.S. Department of State, the Office of Statewide Prosecution, and the State Attorney for the 19th Judicial Circuit. Federal and state prosecutors are now handling the cases.
