Two Pennsylvania State Police troopers were shot and a Maryland man was killed during a gunfight on Interstate 81 in Franklin County after a retail theft pursuit, according to court documents obtained by Daily Voice on Thursday, Oct. 9.
The confrontation began around 6:14 p.m. Wednesday, Oct. 8, when troopers responded to reports of three people stealing clothing at Dick’s Sporting Goods on Lincoln Way East in Guilford Township.
The suspects — two women and one man — fled in a teal Chevrolet van toward I-81, according to court documents. Troopers attempted to stop the vehicle near Exit 16, but the driver refused, sparking a high-speed chase.
Spike strips were deployed near Exit 3 in Antrim Township, forcing the van to a stop. Two women complied with commands and were taken into custody. The driver, identified as Lamar Foy, 31, of Dundalk, Maryland, pulled a stolen handgun and opened fire, striking two troopers. Troopers returned fire, killing Foy at the scene, investigators said.
Trooper Conditions
During a press conference on Thursday, Oct. 9, the troopers were identified as Trooper Thomas Pack, 23, who enlisted in June 2024, and Trooper Lucas Amarose, who is married.
Both were flown to WellSpan York Hospital after being shot multiple times during the gunfight. Pack was treated and released on Thursday morning, Oct. 9. Amarose underwent multiple surgeries and his condition was upgraded from critical to serious on Thursday. He remains hospitalized.
Maryland Women Arrested
The two women arrested were identified as Giani McGowan, and Amir Swift, both 21-year-olds of Baltimore. They face felony charges of retail theft and drug possession, court records show. They were denied bail because they are not local residents and fled state police, according to the charges.
Troopers reported finding a large quantity of THC, plastic bags containing white and brown powdery substances, and unmarked capsules with unknown contents inside the van. Dick’s Sporting Goods reported $1,066 in stolen merchandise.
Foy’s Criminal History
Court documents and Maryland records show that Foy had an extensive criminal history. A warrant was issued for his arrest in July after he failed to appear in court on drug distribution charges. He also faced new charges this year for arson, aggravated assault, and destruction of property.
His record stretches back more than a decade. In 2017, he was charged with concealing a dangerous weapon, and in 2011, he was charged with attempted first-degree murder and attempted second-degree murder. Baltimore Police also identified him in a 2017 attempted murder investigation, which The Baltimore Sun linked to his 2011 case.
As of Thursday morning, the July warrant for his arrest remained active in Maryland’s court system.
The stolen gun was also part of an active case in Maryland according to officials during the press conference. The gun theft happened on Sept. 29, 2025.
The Franklin County District Attorney said Foy's shooting death by the state troopers was "not only justified but absolutely necessary."
Ongoing Investigation
PSP Troop H’s Major Case Team and the Franklin County District Attorney’s Office are continuing the investigation. Authorities have not released the names of the injured troopers.
