WASHINGTON, DC — A man was arrested in connection with an armed carjacking in Northeast after a confrontation on Hayes Street led to the theft of a vehicle that later crashed along the Baltimore-Washington Parkway.

The incident occurred around 8:05 p.m. on Tuesday, November 4, when the victim was seated inside his vehicle in the 3800 block of Hayes Street NE. A suspect approached the vehicle and tried to open the door, prompting the victim to step out. The suspect then used pepper spray on the victim, got into the vehicle, and fled. The victim sought medical treatment for injuries described as non-life-threatening.
