Otonabee Region Conservation Authority (ORCA) will be amalgamated with six other regional authorities from Whitby to Quinte under upcoming proposed provincial legislation.

While environmental groups are concerned it’s an attempt by the province to speed up development at the expense of watershed management, ORCA chief administrative officer Janette Loveys Smith and board vice-chair and city council representative Kevin Duguay do not share those concerns.
