The pardon went to Changpeng Zhao , a Chinese-born businessman, who was accused by the Justice Department of causing, quote, "...significant harm to U.S. national security…" The president says he does not know Zhao. Changpeng Zhao is founder of Binance, the world's largest exchange for cryptocurrency or digital money on the internet. In 2023, Zhao and his company pled guilty to failing to prevent money laundering on binance. Binance paid a $4 billion fine. Zhao served a four month sentence.
