Henrico County’s fight against a controversial horse-betting parlor has landed in court.
The county last week filed a petition requesting that a circuit court judge appeal the Virginia Racing Commission’s approval of a license that allowed Churchill Downs Inc. to open its Roseshire Gaming Parlor at Staples Mill Shopping Center.
Henrico argues in its petition, which was filed in Richmond Circuit Court, that the commission’s approval in September was unlawful without a local referendum of county voters on wagering via historical horse racing machines.
