New Delhi: The ties between New Delhi and Moscow have long been a factor of stability in international relations, External Affairs Minister S Jaishankar said on Monday, even as President Donald Trump recently stated that the United States might lower tariffs on India as the South Asian nation had slashed its oil imports from Russia.
