CHARLOTTE, N.C. — The Department of Homeland Security has said the purpose of Operation Charlotte's Web is to "target criminal illegal aliens terrorizing Americans" here in North Carolina, but during the agency's ongoing surge in Chicago, a court filing shows hundreds detained there are not considered high public safety risks.

In response to a class action lawsuit brought by civil rights groups, a federal judge ruled some of those taken into custody in Chicago should be released due to improper arrests by Immigration and Customs Enforcement and U.S. Customs and Border Patrol . The government is expected to appeal the ruling.

WCNC Charlotte obtained a government document filed in the case that shows only 16 out of more than 600 detainees taken into custody in the first weeks of Operation
