VIRGINIA BEACH, Va. — The coalition behind the "Vote Yes on 10-1" campaign is urging city leaders in Virginia Beach to honor the will of the voters.

In the 10-1 system, the city is broken into 10 districts, and residents get two votes on who represents city council: one for their district’s representative and another for the mayor. This system has been in place for Virginia Beach since 2022, but it was never written into the city charter, causing several debates and lawsuits.

Advocates want the city council to unanimously vote to include the charter change in the city's 2026 legislative package.

This comes after Virginia Beach voters approved the referendum on Election Day , with more than half the city supporting the change.
