HARRISBURG — Pennsylvania legislative Republicans on Tuesday heralded their budget-cycle victory in securing the commonwealth’s exit from a carbon cap-and-trade program, saying it’s a coming boon for the energy sector and the Keystone State economy on the whole.
It’s not a sentiment shared, however, with environmentalists who view it as a setback.
