Chattanooga City Council members got an in-depth look at the potential economic impacts that would come with a proposed plan to renovate Northgate Mall and implement a special tax district to make it happen.

This $15 million project would rely on tax increment financing, and would take new sales and property tax revenue generated at the property to cover the cost of infrastructure upgrades.

At Tuesday's meeting, council members got to examine the exact cost of the project, as well as how the money will be used.

District 3 Councilman Jeff Davis read a letter from a constituent who lives in the Hixson area:
