Travelers without a REAL ID or passport may soon face an $18 fee under a new proposal from the Transportation Security Administration (TSA). This rule is set to be published in the Federal Register on Thursday and aims to implement a biometric kiosk system for identity verification at TSA checkpoints.
The proposed fee would allow passengers to access TSA checkpoints for a period of 10 days. The revenue generated from this fee is intended to help fund the new technology. However, the timeline for the rollout of this system and the associated fee remains unclear.
The publication of the proposed rule will initiate a public comment period, allowing individuals to voice their opinions on the change. The REAL ID Act, which was enacted by Congress in 2005 following the 9/11 attacks, has faced numerous delays. The Department of Homeland Security began enforcing the REAL ID requirement for domestic flights in May.
A TSA spokesperson stated, "This notice serves as a next step in the process in REAL ID compliance, which was signed into law more than 20 years ago and finally implemented by Secretary [Kristi] Noem as of May 2025. TSA is working with stakeholders and partners to ensure both security and efficiency at our checkpoints. Additional guidance will be announced in the coming days."
If travelers arrive at a TSA checkpoint without the required identification, the TSA plans to utilize a "modernized alternative identity verification program." This program will verify identities using biometric and biographic information. However, the TSA cautions that this process does not guarantee successful identity verification or access to the secure area of the airport.
Travelers using alternative forms of ID may face additional security screenings and potential delays. The TSA emphasizes that the new system is designed to replace the current identity verification process, aiming to reduce wait times and streamline operations. The proposed $18 fee is non-refundable and valid for 10 days. If travelers need to fly again within that timeframe without a REAL ID or passport, they will not be required to pay the fee a second time.
