DES MOINES, Iowa —

A task force of citizens was part of a $10 million settlement between the state of Iowa and two siblings of Sabrina Ray.

Sabrina was the Perry 16-year-old who died of starvation in 2017 while in foster care.

The settlement with the state was signed in 2023.

As it was a claim against the state, it went before the State Appeals Board for approval. The three members include State Treasurer Roby Smith, Department of Management Director Kraig Paulsen and State Auditor Rob Sand.

Sand says the task force was a key reason he was in favor of the settlement.

That task force hasn't met in nearly two years .
