An Urbana woman who is an advocate for special education has filed to run in 2026 for the Frederick County Council District 2 seat, with a focus on public disability accommodations and managing county growth.

The only Democrat in the District 2 race, Jamie Shopland, 43, said in an interview this week that her election bid is informed in part by challenges her 7-year-old daughter faces in navigating public accommodations, such as county parks, with a disability.
