Every Hamblen County Commission meeting begins with Harley Kelley greeting the gallery.

“Hear ye, hear ye,” he said. “The Hamblen County Commission is now in session. The Honorable Bobby Haun presiding. Please remain standing.”

Kelley has said this over the last 10 years, except for the time taken off as a courtroom bailiff due to health issues. Kelley recently returned to his job and received a standing ovation.

Thursday night, Kelley was honored for 10 years of service to the county by being presented a certificate by Commission Chairman Bobby Haun and Sheriff Chad Mullins.

“He is one of the kindest human beings I’ve had a pleasure to run into,” Haun said. “He is top of the world top-notch. He smiles all of the time, or at least when he looks at me, he smiles. He is such a joy.”
