A young, rookie police constable who admitted criminal guilt in shooting and wounding Devon Fowlin, a homeless Black man with a knife in a Toronto park, has been handed a suspended sentence, a conditional discharge and probation for assault causing bodily harm and careless use of a firearm.
The sentence, imposed by Ontario Court of Justice Michael Block on Friday, means Toronto Police Service Const. Andrew Davis, who also faces related police misconduct charges, will have a chance to keep his job, despite now having a criminal record. A custodial sentence of any sort, or a conditional sentence, most certainly would have resulted in a termination for Davis, from what his counsel described as his “dream job.”
