SNP ministers created their own NHS app after being warned of the "political optics" of adopting the existing English version.
A report prepared for Scottish Government found the English model was already a "usable" platform, adding reusing it in Scotland would make it easier for patients to be treated on either side of the border.
However, an assessment obtained by The Telegraph revealed SNP ministers were warned against the "political optics of adopting an English solution".
England's NHS app launched in 2019 following a pilot project in 2018.
But Scotland's version is not yet operational, with a pilot programme launching in December for NHS Lanarkshire.
But a Scotland-wide version of the app is scheduled for April 2026.
