Norm Semanko’s interest in joining the legal field was driven by a desire to help people solve their problems. That interest led him to the University of Idaho where he completed his undergraduate degree before going on to graduate from Georgetown University Law Center in 1993. Following that, Semanko’s career has spanned more than 30 years with experience in areas such as water resources, natural resources, land use and public lands and regulatory issues.

Semanko has served as executive director and general counsel for the Idaho Water Users association where he monitored water issues, analyzed federal and state legislations, and provided legal services like litigation.
