MONTPELIER, Vt. (WCAX) - Vermont and New York are among 20 states suing the Trump administration to prevent changes to federal housing programs that officials say support tens of thousands of Americans experiencing homelessness.
It accused the U.S. Department of Housing and Urban Development of changing its Continuum of Care grant program “in violation of congressional intent.”
For decades, HUD has used those grants to help local coalitions implement a “Housing First” model that provides stable housing without preconditions like sobriety or minimum income requirements. Under the new policies, HUD would cut permanent housing funding from 90% to about 30%.
