Measure HLA: The ordinance requires the city to install mobility upgrades, like bike lanes and pedestrian signal improvements, when it resurfaces at least one-eighth of a mile of certain streets throughout the city. As of August, L.A. city residents can file appeals claims to the Board of Public Works explaining why they think the city was not complying with Measure HLA.
