CHARLOTTE, N.C. — Mecklenburg County Sheriff Garry McFadden said Tuesday the department needs more resources to implement Iryna's Law , warning that the new legislation comes without state funding to support its requirements.

The North Carolina General Assembly passed the law, which takes effect Monday, Dec. 1, 2025, following the murder of 23-year-old Iryna Zarutska on the Charlotte light rail . It will end “written promise to appear” options, which many consider to be similar to cashless bail. It will also mandate that judges order mental health evaluations in certain cases and will also expedite death penalty appeals.

During Tuesday's Mecklenburg County Board of Commissioners meeting, McFadden emphasized the challenge of implementing the law without financial support.
