FARGO — A newly released employee engagement survey is revealing deep turmoil inside Fargo City Hall. Dozens of comments from city staff across every department describe a culture of toxic leadership, dysfunctional city politics and broken trust. Many employees say they keep their concerns to themselves for fear of retaliation.
The survey, conducted in 2025 by California-based CPS HR Consulting, allowed city employees to provide comments. A total of 711 Fargo city employees responded to the survey, which is 68% of the city's workforce.
More than 400 comments were included in the survey results as not every one of the 711 respondents submitted comments. While many of the comments were positive, numerous responses raised serious concerns about the workplace culture in Fargo.
