Mayor Kerry Thomson's recent report on local homelessness lays bare the realities and challenges, suggesting there's no clear path except to infuse understanding and compassion into city policies and actions.

"My commitment to serve Bloomington and its residents with dignity, safety, and pathways to stability extends to all who live, learn, work, or visit here," Thomson wrote in a letter prefacing the 47-page "Homelessness Response & Housing Investment" report released Nov. 20.
