A search is underway for 35-year-old Kevin James Kistler, a heavily tattooed man considered armed and dangerous who is wanted on stalking and multiple warrants across four states, police announced on Wednesday, Nov. 26.
Kistler is wanted in Delaware for stalking and harassment, Newark police said. Court records confirm he is also wanted in Pennsylvania, New Jersey, and Maryland on separate assault, probation, and parole violation cases, prompting law enforcement agencies across state lines to work to locate him.
Kistler is described as a 6-foot white man weighing between 200 and 250 pounds. He has a clean-shaven head, a full dark beard, and extensive tattoos on his hands, arms, and neck, according to police. While authorities have not confirmed his current vehicle, New Jersey court filings list a stolen black Ford GT350 with Pennsylvania registration NBV 7006 as being tied to one of the open investigations.
In Pennsylvania, Kistler is wanted for a probation violation connected to an August 2024 assault case in Chester County. Court documents from New Jersey also show he is wanted there for aggravated assault, theft of a motor vehicle, and terroristic threats following a Nov. 8, 2025, incident. Maryland records confirm a parole violation tied to a 2020 assault investigation in Cecil County.
A person familiar with the situation told Daily Voice that Kistler removed an ankle monitor on Oct. 31, 2025, while on house arrest. The individual described the situation as “serious” and said people connected to the various cases have been living in fear, adding concern about possible drug use escalating his behavior.
Kistler also has an active case in Chester County from a Sept. 10 incident in London Grove Township. Charges filed in that case include misdemeanor marijuana possession, misdemeanor possession of drug paraphernalia, reckless driving, careless driving, and multiple registration and traffic offenses. His preliminary hearing is scheduled for Friday, Dec. 12, at 9 a.m. before Magisterial District Judge Matthew Seavey.
His prior Pennsylvania criminal history includes misdemeanor simple assault, misdemeanor terroristic threats, and several driving offenses, according to public court summaries.
