OTTAWA—Prime Minister Mark Carney had an “exchange” Tuesday with U.S. President Donald Trump that he says was “not newsworthy,” but confirmed he will meet the president in Washington at next week’s FIFA World Cup draw.

As Carney announced roughly $750 million in new measures to cushion the blow of tariffs on Canadian steel and softwood lumber producers — money that was not in last month’s budget — the prime minister held out little hope that Canada-U.S. trade negotiations are close to restarting, after revealing in French he’d had a “little conversation” with Trump a day earlier.

Flanked by two cabinet ministers and a Canadian steel production executive, Carney resisted providing more details. He said he didn’t want to get “drawn into” talking about what appeared to be a casual exchange
