MADISON, Wis. — Puppies and kittens are always cute, but what’s not always cute is where they sometimes come from — places like puppy mills. That’s why a new ordinance in Madison aims to make sure all pets in the city come from humane and reputable sources.

“It’s so pet forward, it’s consumer forward,” Amy Good, director of marketing with the Dane County Humane Society, said.

The ordinance passed 18-2 Monday night. It says any retail pet store that is caught selling, delivering or offering to sell cats or dogs is subject to a $1,000 fine for the first offense and $2,000 for the second, with each animal counting as a separate violation.

Right now, there are no pet stores in Madison that sell animals, and alders say that’s why they put this forward.
