BALTIMORE —

Baltimore Mayor Brandon Scott is set to unveil his new 10-year financial plan for the city.

The mayor said the plan was created with a goal to improve city services, invest in infrastructure and make Baltimore more competitive on taxes.

The plan lays out 85 initiatives that includes changing to how city employees cash out leave, making for better use of city-owned real estate and buying license plate readers to boost parking enforcement.

Under public safety reform, the city will also review jobs currently tasked to sworn officers that could shift to civilians.

City officials said the plan includes no layoffs.

The mayor is set to unveil the full plan at 1:30 p.m.
