A long-running dispute between consumer advocates and Baltimore Gas and Electric is culminating in a newly released report that claims the utility is profiting from projects to replace aging infrastructure while ratepayers foot the bill.
The Maryland Public Interest Research Group Foundation on Wednesday released a report that claims BGE is misusing its Operation Pipeline replacement project to enrich investors and pass on $19 billion in costs to customers.
BGE insists the current mains pose serious safety risks with aging gas lines dating back to the 1860s. BGE claims the project is crucial work that’s not a wholesale replacement, but rather, targeted, proactive work to replace the riskiest part of the system, which is about 12%.
