EBT card scams are on the rise in Oregon. Is there an end in sight?

Low-income Oregon residents are reporting that their SNAP food benefits and cash benefits cards are being stolen, often at the beginning of the month when the cards are first loaded, and the state is investigating theft rings that have used card information for cash withdrawals and purchases out of state.
