I’m writing as a homeowner in Winnipeg’s North End regarding the city’s bylaw enforcement practices, especially in light of the recently announced “new framework to improve bylaw enforcement across departments.”

From what I’ve seen, bylaw officers are increasingly issuing fines to homeowners for minor or corrected issues, and in some cases fines are still applied even after compliance. These amounts are then added to property tax bills, which makes the process feel less like fair enforcement and more like an additional tax on ordinary residents.

It also appears that lower-income neighbourhoods like the North End are being targeted more aggressively than wealthier areas in the south of the city, which raises concerns about fairness and equity.
