CLARK COUNTY, Ind. —
Clark County Sheriff Scottie Maples has recommended dismissing a sergeant on the department's staff due to misconduct and policy violations.
The first amended charging affidavit was served to Sgt. Tom Higdon on Nov. 25.
It alleges Higdon has failed to uphold expectations of the department and has violated rules and regulations of the Clark County Sheriff's Merit Board and sheriff's office. Additionally, it claims Higdon has violated Indiana statute.
The affidavit discusses three incidents involving Higdon where misconduct was identified.
The first one happened on Aug. 24. It claims Higdon failed to provide proper assistance and supervision during a call for service involving a combative mental health subject who had a known history of resisting police.
