Couple lobbied for custody of daughter day before ex-Crawford County library board member was arrested on suspicion of kidnapping

VAN BUREN -- The parents of a 22-year-old woman with developmental disabilities attempted to regain custody of her the day before her mother was charged on suspicion of orchestrating her kidnapping "as a scare tactic."
