MADISON, Wis. -- Thursday's frigid, cold weather is impacting residents in Wisconsin.

UW Health chief quality officer Dr. Jeff Pothof suggests that everyone should have a plan when outside.

"I t could be on the order of minutes, you know, 10 minutes, 15 minutes, when you start noticing things like shivering and fingers and toes going numb. Those are all signs that you should probably wrap it up pretty soon and find someplace that's a little bit warmer," said Dr. Pothof.

For those that are homeless, it's harder to have a plan. The manager of the Emergency Men's Shelter on Madison's east side said he won't turn away any men Thursday.

"W e just stay on our toes and make sure to support our clients the best we can. Even with the higher numbers and crowding," said Fares Fares.
